On a personal level, never loan out money without the expectation that you'll never see it again.

Just take the L and let that be the last time you loan him money.

Take the L, mention that he should have planned better, use his money better, but then talk to him less about his personal life. That way none of those stories will weigh on you. Also mention you have decided not to lend money to friends nor family.

Let him talk less and work more.

still, I would 100% confront him and scare the shite out of him so he knows he fricked up and pays it back swiftly with interest and apologizes or else

Let it go. Unfortunately many parts of that story are very common. I don’t understand how 50% of the population functions. It is a miracle society as a whole isn’t in a death spiral.

I can't believe this is even a serious question. 20 bucks? You are presumably a grown arse adult dealing with someone much younger that apparently has a shitfest of a life anyway. And not only that you didn't even "loan" him the money, you gave it to him with the full expectation that it was gone from your pocket permanently.

Asking for it back because you didn't get a shitty tailgate dip is just mega strange.

Seems like the consensus is to take L... which is how I was leaning, we will see how long this guy lasts but he has made a year and usually people they are gonna fire are fired before that...

Depending on how much older you are, you could take an opportunity to sit him down and give him $20 worth of life lessons about keeping your word. Tell him having integrity is free. You might get some buffalo dip down the road if you are sincere.
