Why would the Gov instruct pilots to destroy staging areas for the hurricane?

This is the third different video (location) I have seen where the helicopter hovers above supply staging areas causing all of the supplies to get destroyed. This is unbelievable.

All levels of state and federal government are conspiring together to throw the election to Harris by hampering recovery efforts in republican heavy areas.

I'm trying not to put words in your mouth. Do you believe these pilots, as part of a larger conspiracy to suppress turnout, did this because they were ordered to do it?
