They believe that and a whole hell of a lot more. Some believe the storm was created and guided to the areas it hit. Some believe FEMA and the NG never showed up, going so far as to say that video of rescues and such are fake and recorded in Hollywood. Some are even saying "thousands" are dead with no proof other than "trust me, bro".
If you can think of a conspiracy, they are running with it.
