If they were of a single mind? Mosquitos. TL;DR, " Zerg"
Mosquitos can live anywhere from 2-4 weeks. From the time the egg is laid, to hatching, to full adulthood is about 7-10 days. A female can lay 100-300 eggs at a time.
According to the magical AI, it would take anywhere from 1,000-5,000 mosquitos to block a lion's windpipe.
Doing basic math, only 5,000,0000 female mosquitos would need to hang back and lay eggs to breed another billion mosquitos. Just to keep the math easy we'll give each female one male mate, so 10M hang back while 990M mosquitos go after the 1B lions with the kamikaze-level dedication of suiciding by Wayne Brady'ing the lions to death.
Again for the easy math let's take the high end and say 5k mosquitos per lion (and all the mosquitos die in the process). That's 198,000 lions dead every week-and-a-half (ish). In ~150 years (depending on how successfully the lions can keep breeding), the mosquitos would wipe out the lions. Even if we up the amount of mosquitos it takes to kill each lion, the mosquitos still eventually win through attrition because of their higher birth rate and faster maturation.

I will give you that as it currently stands mosquitos dont pose so much of a threat

Any chance you could add a polar bear and a male gorilla into the match? I think the OT has previously established a baseline for how they would impact the odds.

Mosquitoes have a life span of a few weeks. With a billion lions, each mosquito would have to take down a full lion on average. Lions could literally sit there and wait it out.
