Sure feels that way, esp in the south and in every city. But how tf can a mere 13% cause such utter destruction? Mathematically it seems impossible but it’s happening

13% is nationwide.
Louisiana is much higher.

Makes it much easier when it’s basically being allowed to happen. Realistically, what do you think the police chief is going to actually do other than talk about it?

Rural blacks usually don't have the same crime rate as urban blacks. There are less prospective victims in the area, and less people who you can form a gang with.

Could be different eras, but I saw them in Augustine’s quite often in the late 80’s when bar surfing downtown. At that time, The Brown Door was mostly college rednecks with a few frat guys interspersed. There was a bit of redneck migration to Robert E. Lee’s when it opened, but I hated its location, and it was absolutely over the top redneck.

I’m not sure what he really can do about it, other than arrest the perpetrators. He can patrol black areas intensely and enforce every single law on the books if he has the manpower to do that. But it still requires a justice system to keep the trash off the streets and it would require an extreme shift in black culture to fix the root of the problem.

compare crime rates in a rural, heavily black county in Mississippi to a rural, white county in Minnesota

Interstates that bring in people from the city, and in today’s world, more and more people and drugs from out of the country. Throw in the country/rural element of crime and you get Hammond.
