High real estate prices in neighboring Boston are partly to blame, driving prices up in Chelsea, and crime down. The community has been revitalizing rapidly.
Newark, NJ is also getting safer. Like Chelsea is close to Boston, Newark is close to New York City. Newark has gone from 30th most dangerous city in the U.S. in 2015, to 51st in 2016, 55th in 2017, 85th in 2018, to 96th this year. If this trend continues, Newark could be off the list completely by next year.

Exactly. Any city of decent size (Memphis for example) will have some interesting aspects and probably decent areas in/surrounding the city.
Even on a smaller level, that's usually the case. Jackson is notable because it doesn't have those things, it's a through and through shithole

Litter certainly has to be a component of trashy. Maybe not the primary driver, but trashiness would go way down in NOLA if it just had fewer big gulp cups in the gutters, McD bags floating in the canals, beer cans on the front yard, etc.

I'm trying to figure out how many major cities are in the south. There certainly aren't many and almost every one listed in the thread so far wouldn't qualify.

You probably need to add Memphis. Virtually the same population as Nashville.
Many will argue that Miami and Tampa aren't true "southern" cities. Culturally, they're right.

While true the Miami metro population is over 3X that of Jacksonville and the Tampa metro population is 2X that of Jacksonville.
