As a Texan who flies in for games sometimes I think it would be fantastic if they could fix the roads a little more and maybe make it less ghetto in the downtown area.

Any politician ever elected. With that said, Baton Rouge changed completely after Katrina. So did Houston. Amazing what a small percentage of a population can do if catered to.

Correct. Parker has become the convenient scapegoat. The fact that BR was still constructing basically forced segregated schools going into the 70s did nothing but force his hand. Woody Dumas and a lot of the 1970s mentality that people still cling to was awful.
They set up a situation for which there was no good way to rectify it, rather than understanding what was inevitable and dealing with it proactively.

Yeah, Plank Road was sooooo different before Katrina. The shite that is in downtown areas in Houston was always there, Katrina just pushed it out a little bit farther.
The decay was there years before Katrina. Did it accelerate? Maybe. But BR General was full of shootings and general violence cases long before that.
In 2000, 39.9% of the residents were black.
In 2010, 45% were black.
You think the evacuees that stayed were ultra interested in voting in elections for EBR Library taxes, etc?
Now I agree, the black population will just vote for Broome, but a 5% increase in that voting block is probably less to blame than guilty women (usually white) doing the same.

There was no...ZERO...legal segregation of BR schools when he issued his FORCED INTEGRATION order.
EBR had well-established neighborhood schools that were serving more or less segregated neighborhoods, BUT THEY WERE NOT LEGALLY SEGREGATED.
There were no laws at the state or local level that segregated schools or neighborhoods.
However, similar to other fricktard judges, the decision was made that DESEGREGATION (i.e., the removal.of legal segregation) was insufficient. Schools had to be forcibly integrated.
Complete and utter horseshite.
