Baton Rouge doesn't have the most prosperous history but what event can we look back on that made Baton Rouge really go down the shitter?
Election of Sharon Weston Broome?
All the evacuees moving to Baton Rouge after Hurricane Katrina?
Shaw getting bought out by CB&I?

School bussing?
If you send your kids to public school in BR, you hate your children.

100%. If the deseg ruling didn’t begin the free fall, it greatly accelerated it.

Actually it was the Feds, and our school board.”
Instead of putting a plan together the school board did virtually nothing to comply with the federal laws. Instead they left it to Parker.

Katrina, followed by the school desegregation order.

I'd say what set the city back the most is white flight

This the effect, not the cause the OP is seeking.

Desegregation. Ruined neighborhood schools, started the Exodus

Katrina and then the flood.

Katrina, same thing that ruined Laplace. Not that it was great, but it was safe and plenty of nice neighborhoods.

Desegregation and the white flight that followed.
Everything people blame on Katrina was well in play before. The population of Baton Rouge itself grew less than 10% due to Katrina.
