We used to just refer to this as common sense. There was also a level of accountability that came with the territory. If you got hurt doing something stupid, your first reaction wasn't to blame the manufacturer of the bike or the city for failing to prevent you from hurting yourself.
We live in a weird time of human history. I'm sure every generation feels that way. I digress.

I was commenting to Mrs. Bard just the other day about the increase in e-bikes and e-scooters. Most of what I see are folks using them on sidewalks or shoulders (on busy roads like Millerville or Florida, respectively) and only being in the roads in neighborhoods (and sometimes on the sidewalks even then).
As long as they aren't harassing people on sidewalks or causing traffic to have to pile up behind them because they are moving more slowly and won't get over to allow faster traffic by, I have no problem with them.

Classify the type 3 (over 28mph) and above as motorcycles.
