What are the odds that Baton Rouge politicians line their pockets with $125 million

East Baton Rouge Parish officials are hoping to secure up to $125 million in federal funding they say could have a major impact on crime prevention and community safety.
The Criminal Justice Coordinating Council, or CJCC, is applying for a federal Model Cities Initiative grant through the U.S. Department of Justice.
The DOJ plans to award $300 million to just two to four cities across the country as part of the initiative.

Doubtful.
Fed grants have their own rules. Have to provide a specific plan on spending it. Have to show how it was spent. Feds can and do audit the grants.
Mississippi Highway Patrol got busted a few. years ago and had to pay back millions in NHTSA grants.

I understand government corruption exists. So does our justice system, controls, and protections that help discover it (whistleblower protections, FBI, mandatory reporting, public disclosures, etc).

Yes, when millions are spent on gated estates for politicians, there will be very little violent crime on those properties.
