Also, if we are talking about schools outside of the SEC, I think Louisiana Tech has a really good engineering school as well.

I think those are grad school rankings. LSU engineering is a degree mill to power the petrochemical workforce. Which is great if you don't want to go to grad school.

Almost all polymers are manufactured between Houston and New Orleans and 90% of engineering, college recruitment for those jobs takes place at A&M, UT, Rice, Texas Tech, Lamar, and LSU. Tell him to go to one of those.

I live in Northern VA so I cannot speak to BRCC.
Here's another good idea: undergrad at LSU, and then transfer into a better school for your Master's. If he's a great student it will eventually show.
Until you tell me more specific majors, I can't really help that much.

I hate using US News, but I'm going to use it here just because...
Georgia Tech is ranked as the #17 engineering school in the world and 4th in the US behind MIT, Cal Tech, and Stanford.

Who are these "pro's" putting out the list? They are entry level journalists. While the overall rankings involve more information the department rankings do not. Even the overall are flawed as they have brought social justice stats into the mix.
The subrankings of specific departments like Engineering are based on ONE THING: They send a survey to the deans and senior faculty of engineering schools. This means that prior reputation ends up being a lot more important than what is really happening at a school. It is academics who rate hundreds of schools on a five-point scale, with a five for "distinguished" and a one for "marginal." How much do you think the dean at Caltech really knows about the LATech engineering program? How often does someone rank MIT highest, which may be correct, simply because of reputation and not what they actually know about the program?
