Oh. My bad. I thought you were asking about the best engineering school in terms of quality of education. If you just worried about chicks, partying, and football, then yes, the OT is the right place. Forget the publications that study those “other metrics”

as a Georgia Tech who has held jobs with several different companies, my opinion on "SEC engineering schools" is more based on what I have observed in the workforce, in both skill and numbers of grads at each company (all of which are highly respected firms in industry):

Auburn
Florida
Vandy

all tend to churn out the best engineers in my opinion. The good engineers in South Carolina go to Clemson. There are no good engineers from Louisiana or Mississippi or Kentucky. Don't know anyone who went to a school in Texas or Arkansas.

What are his grades? Is he dumb, smart, or brilliant? The answer changes.

Tulane is shite for engineering UNLESS you're going BME. Then Tulane is a good choice.

They had a great program that they all but gutted.

Rice and Ga Tech are probably the best in the region.

Maybe he should gain an interest in business administration.

There are different types of engineering. Some schools are better at some and worse at others

THIS.

Engineering disciplines are varied enough where the question should be on a specific thing like Electrical or Chemical. The same school could have one that is great and another which is mediocre. Location can have a lot to with this. Cain is a great ChemE program in part due to LSU's proximity and partnerships with real companies in the industry. Alabama has greratly improved its MechE program in recent years because of agreements with the nearby Mercedes Plant in Vance. A & M is going to be tops in Aerospace due to its regional proximity to a lot of companies in that field as well as NASA. Florida has a great Agricultural Engineering program. Citrus built a lot of that campus.

Those are all very different types of engineering. You sure he knows what he wants?

LSU/chem
UF or Alabama/Electrical
AU/Mechanical

Under no circumstances encourage a child to go to A&M.

Neither was I. My daughter loved the campus but not the idea of spending five years at two different schools to get an undergraduate engineering degree she is on track to get in three.

It's 10 points better than my score and I am jealous.
