Spokane itself is nothing special. Nice medium sized city with a little history, a decent chip on its shoulder, enough restaurants and activities to keep a family entertained.
Where Spokane shines is the regional benefits. Northern Idaho (Sandpoint, Coeur d'Alene) is 30-90 minutes away. The Pasaytan, Chelan, Cascades, Ranier, and Seattle are a half days drive away. Glacier is same distance in the other direction.
Within a days drive you have Yellowstone, Tetons, Banff, the Gorge, Portland, Boise, SLC, Bend.
Great hunting and fishing locally, world class hunting and fishing regionally. Same for skiing.
No state income tax, not sure if that matters with the military.
Spokane is worth checking out if you enjoy the outdoors. And if you hate humidity. You could check off a dozen or two of most people's bucket list destinations in the 2-4 years you are there.
The people are friendly, EWU and Gonzaga are there, along with a branch of WSU so there are a decent amount of hot chicks and educated but not snooty post college crowd.
If you were talking settling down for 10+ years I would probably recommend Charleston, but for a brief stint Spokane will be something different, a nice change of pace from the south, and a top choice if you enjoy the outdoors.

The OT's infatuation with Charleston amazes me. I lived there for 5 years and am there at least twice a month now, it's a really fun place and I enjoyed it. That being said, traffic is a nightmare and real estate is becoming ridiculous. Every Ohioan moves down there after college now, also.
I am very impressed with the Charleston marketing, because they have capture the OT market very well.

Being in the military has its advantages with the option, every few years, to be stationed somewhere you may never have lived otherwise. Being able to leave the South and go to a great area of the country with so much to do is a perfect reason to choose Fairchild AFB (assumption).
For the record, I love the zero humidity and summers up here in the PNW.

TBH the more I look at those choices, the more I like Dover
I love the PNW as well but I'd rather be on the PNW coast. Dover is literally 90-120mins from 3 major cities giving great weekend excursion options.

While I really only know Shreveport first hand, I lived in Montana during some of my college years. All the kids from the Spokane area always referred to it as Spo-Compton (as in the L.A. ghetto) and made it sound like a pretty rough/shitty town. However, like someone else said, it does have some great outdoors stuff not too far away, if that’s your thing.
What MOS are you—if you are an infantry type, and from LA, Spokane and Dover will be pretty chilly in the winter.

I enjoyed my two visits to Charleston
But good gravy it’s the most overrated city on this board. The city is a boutique version of NOLA. It has many of the same issues of one chooses to live there

Shreveport is a shithole.
Spokane wouldn't be terrible until winter hit.
Dover is a big load of "meh", as is all of Delaware - better than Maryland, but not by much.
So, Charleston, for all of its problems, has more positives for most folks than the other three on his original list. Obviously, the various choices have their draws - family, particular interest, regional preference, etc.

These threads are cool because I know nothing about Dover and would just assume it is boring as frick because, well, Delaware.
However, since a few people have recommended it, I did a little googling. It doesn't look too shabby.
Small town vibe. Old historical buildings. 90 minutes to DC and Philly, 3 hours to NYC. Half a days drive to the Shenandoahs and Carolina Outer Banks. On the east coast in a days drive you could be pretty much anywhere from Maine to Florida.
Comparing Dover to Spokane, since those appear to be the OPs final 2 options, they both seem legit. One gives closer access to beaches and big city entertainment and culture, the other big skies and big mountains/lakes. Medium sized city in the middle of nowhere vs small town near some huge metros.
I suppose it would boil down to what you think your family would enjoy the most for the next 2-4 years.
Seems like a win either way.

I'm not a huge fan of Spokane proper but the region is great. I own property about an hour away, east of Coeur d'Alene. The area is going to continue growing.
Charleston is great but I hate the trafficky burbs there. It has gotten pretty shitty. I would live on one of the islands if I didn't have to commute.
