He's certainly disappeared a few times over the years, but never like this.

Someone buying his phone in a different state is different than him not answering calls or texts.

I've instructed my mother to contact the authorities in New Orleans to see if they can locate this woman and get access to the phone.

There may be calls or texts with pertinent information in it.

Thankfully she hasn't factory reset it.

No.

He lives with my mother and she was out of town until today. The dog is not at the house.

She BOUGHT the phone from someone, likely from FB marketplace or nextdoor or something. If she had anything at all to do with this why would she pay money to purchase it off of one of her accomplices? If you bought a phone off marketplace should you be held responsible if the person you bought the phone from acquired it from a runaway?

Now the person that sold the phone, yeah obviously they know a ton here. But the current holder of the phone likely knows as much as you or I do. Which is to say nothing.
