Notice that the FIRST criteria they talk about is a decrease in influenza like illness. Not COVID-19 cases. INFLUENZA. Well, what do you think some of these politicians are going to do when the flu returns and that very first criteria goes out the window?

the one thing i dont understand is that we def do not have the infrastructure to set up testing and contact tracing as of now, which is a "core state preparedness responsibility" -
can these phases begin before this testing is set up?

Agree - the criteria that constitutes "vulnerable individuals" is pretty wide-reaching. The difference would be that individuals get to decide for themself if they are "vulnerable" and should shelter in place. Essentially, it becomes voluntary (as it should be) rather than mandated by government.

But it doesn't make sense that the 42 days clock would start now. If a locales downward trend started two weeks ago, they should be able to do phase 1 immediately.

This is not rocket science, and is very similar to how we have lived in Hong Kong since January. It balances heightened safety precautions with some individual choice.
I still go to my office.
They take my temperature everywhere (into any building, on some busses, to walk in and buy a coffee...)
large groups of people are not allowed (in parks, restaurants, etc.)
I wear a mask everywhere in public.
Most basic rules to live by here:
*Wash your hands
*Don't touch your face
*Keep 2m separation.
the "curve" in HK is flat. But this took serious enforced quarantine measures for people with symptoms and newcomers into the country. But mainly, because almost all people followed the guidlines.

There is a ton of room in these phases for state and local governments to just continue this shite indefinitely. That is frustrating.
