This is going to turn into a power struggle between Federal and State lawmakers and the only people hurt is the common man.

The only point I disagree with is the “elective surgery is part of phase two”.
Unless they give a timeline on how long between phases, that should be expedited.
Otherwise we will start to see hospital closures and continued medical professional layoffs/furloughs.

I'm just glad there's a plan so there can finally be momentum in that direction. It sure as hell won't be perfect but at least the mindset will shift towards getting back on track.

It's listed in Phase One under the employers.

If the President says open it up, I find it unlikely that Federal dollars will be coming in for the bills you incurred after that.

If I'm reading it correctly all 3 of those sets have to be true for the "gating criteria" to be met.
ETA The SYMPTOMS section really concerns me....are we even tracking that right now???
ETA2 If I'm truly being honest these really don't excite me because Lousiana under these guidelines could probably legitimately keep it shut down as it is now until August or later....

There is no specific date. Implementation begins when an area meets the outline guidelines.
