I don't agree with a lot of what he does, but this seems pretty sensible.
There will be people on the other side who trash him now matter what happens.
This really seems like a good move.

It was always going to be up to the states and local governments. These are just guidelines they can choose to follow, or choose to ignore. I think they’re mostly reasonable, though they don’t really address ramping up testing and how we get there.

As it should be. I agree with getting these guidelines out there, but what's going to work in Little Rock, Arkansas will not work in NYC.

They just showed a graph of New Orleans that makes it seem like it's a week or more into downward trend already.

I think a lot of pretty reasonable Governors have suggested something similar (phasing and tracking).
It was always going to make sense to gradually open up and keep an eye for spikes. In 1918 they went for a full on unrestricted re-opening after the first wave and ended up with two more waves with significantly more deaths.
This is probably the most reasonable thing I've seen come out of the federal government in this whole thing.
