TOPS needs to be revised for higher GPA and standardized tests to qualify and higher GPA to keep.
If you are going to keep current standards, then if the person doesn't graduate or loses the scholly, they have to pay it back.

TOPS needs to be merit based and the merits need to be much tougher than they currently are to achieve . With the current reputation of the universities in the state The best and brightest we have would go to Texas/Ohio/wherever else they could to have a better opportunity. Where TOPS went wrong was making it where anyone with half a brain could get get it.

The thing that gets me about TOPS is that we are spending state money to educate kids to move elsewhere when they graduate because they can’t find employment in their field in their own state. The argument that some, many, or even most stay really isn’t good enough.
Of course, like welfare... getting rid of it is never going to very popular amongst those who are beneficiaries of it.

You realize that we’re not the only state that has This program right?
Georgia has the HOPE program and florida has something.
They, however, have raised the level for acceptance to higher level than our paltry 20 act score.

It needs to be revised. There should be slightly higher standards to qualify and maintain it and if you fail to maintain it then you should have to owe it back to the State, just like a loan.

The average GPA at UT Austin is 3.68
The average ACT score at UT Austin is 29
The average GPA at Texas A&M is 3.64
The average ACT score at Texas A&M is 27
So with those being average of course someone with a 3.5 and a 27 can get in to both schools.

But it doesn’t change the fact that the college educated kid with STEM degree is gone as will her family when she has one.
The welfare queen spitting out babies will remain in La. if La is ever to turn it around we must create an economy that rewards graduates

In its first iteration, the Taylor plan, it was intended for New Orleans public school graduates. I am all for returning it to being a privately funded program that is intended for those students. TOPS is an entitlement that needs to go.

Well, here's the problem and the consequence. What TOPS actually represents is the shifting of funding for higher education from direct support to the state's universities to a voucher which a college aged student can redeem at a state university, a Louisiana private university, community college, technical school, etc. As funds were poured into TOPS, direct funding of state universities was reduced. It's in line with the Republican idea that the colleges should compete with each other for money by attracting students.
If we eliminate TOPS, then we will have cut both direct funding AND voucher funding. In other words, we will have unfunded the college and technical school system. If we do that, start ringing the bells because there's a funeral coming for post-high school education in Louisiana.
Of course, many people will continue to seek advanced education and training. With pretty much the entire burden of education shifted to the 18 year olds of Louisiana, who don't have any money of their own, the winner will be predatory student loan sharks, who will burden every educated or trained person with crushing debt.
If that's your utopia, you can have it. It's bad policy.

Saddest part is our best and brightest are leaving after high school. Great out of state schools offer better scholarships than a Louisiana kid can get anywhere in state. TOPS has wrecked the system here. A friends kid is going to a very well respected out of state school on a far better scholarship package than LSU offered.
