If you cut TOPS, I guarantee that any money saved will go straight to...

Healthcare.

No it shouldn’t. If you want to forgive loans then do it like towns and school systems across the country do it. Put in ten years on a job and after paying for ten years then loans are forgiven. Don’t just give it to them for completing a degree. Require them to work and be productive in your state first and then forgive.

Downvote away. It’s a terrible system in the way it’s currently implemented. If you don’t make people have a personal investment in it it will be abused and it won’t work. Hold the people that benefit from it accountable.

Actually...

They could implement this by making your TOPS payback 100% deductible from your LA taxes. If you stay in state and pay off your loan, then you deduct the repayment from your LA income tax return. Move out of state, no deduction and you repay the loan or they rape your credit.

That would actually work. I can't believe I haven't thought of that before.

It's a waste of taxpayer money if the person moves out of state immediately after graduating. I get that they (or their parents) paid something into it but probably not close to what they are getting in return. In some cases it's a bad investment for the state/taxpayer.

Fees are nearly 1900 a semester at LSU. Then have books and cost of living. Wouldn’t say TOPS is a full ride.

The TOPS program should be reduced significantly ONLY with a commensurate reduction of funding in state social give away programs that are out of control.

Otherwise, we are only increasing the size of government without any benefit to the taxpayers of the state.

TOPS was intended to keep the best and brightest in LA. That only works if you force kids to finish their degrees in a decent field, and to stay in-state post grad for some period of time afterwards. I watched way too many kids leave for Texas after undergrad, either for jobs or further education.

This is absolutely false. I made a 32 and still didn't get full ride.

my daughter received TOPS at the highest level. She completed her engineering degree. She started her first job in Houston this morning.

Eliminating TOPS would bankrupt every state school in Louisiana including LSU and for that reason I approve of dismantling the program.

You got 100% of your tuition covered plus an $800 stipend plus the Tiger Excellence award. Your fee bill should have been like $1k a semester if you had no other schlorships
