I managed retail for a number of years. Big box stores have shrink built into their sales plan/projections for every calendar year. Usually somewhere between 1 and 2%. They start out automatically writing off that % as a loss and build from there. It sounds to me as though this 1 billion is above and beyond that, as they termed it profits.
These woke companies don't want to risk offending anyone so they'd rather cut off their nose to spite their face and just let folks wantonly steal. It's absurdity. Hire some legitimate security.

Based on their reported profits for last year that is near the 4% shrinkage mark, anything over 3% is horrendous, ~1.5% is about the retail industry average, and 1% is considered really good. Also clear front door theft (external) also gives good cover for increased back door theft (internal).
Also keep in mind that is chain wide so it is likely the stores they are closing are well above that 4% mark.

Sounds like they need better lost prevention processes. I watched a loss prevention specialist attack a shoplifter's cart as she tried to leave Walmart. He didn't touch the lady..he just pinned the cart against the wall as she was exiting the store. I guess, that way he couldn't be sued for assault?

I'd be willing to bet there's some rule about "leaving was imminent". She was literally a foot from the exit door when he pushed that cart into the wall.
