In HSV AL same thing happened during the 2012 tornados. Cut a main line coming from the plant. Whole town was without power and minimal tornado damage.
I guess there is a main line always providing power from somewhere. I have no idea though. Its not just a New Orleans thing

For NOLA, I've read sustained winds in mid-70s, gusts mid 90s. That's strong Cat 1. We could call it Cat 2 to be conservative. NOLA should not be in the situation that they are in with those type of conditions.
EDIT: Considering what they went through 16 years ago.

what situation? without power and water? thats a entergy issue and they can only due so much. the lines have to come from the plant somehow.
