I watched them build I-55 between Ponchatoula and Laplace the same exact way while driving daily on the old Hwy 51.

They're blocked off so they can only be used for emergency situations, like access by emergency vehicles. The barriers swing open when needed.
Can you imagine the shite that would happen if they were open for people to make "u-turns"? You'd have to just park a crane on a barge next to each one to pick up the wrecks everyday.

Dunno. But this accident was close to a mile west of the Whiskey Bay Bridge. There is a full shoulder there and for some distance before the accident site.
My guess is that traffic was tight and a sudden squall blinded everyone. Even if everyone was paying attention (and that is not likely) bad things can happen in those circumstances.

That only happens once you get close to the Maringouin exit coming east, or the Butte la Rose exit coming west.
You have to drive the Basin defensively. Stay right. Do not get boxed in by trucks. Be extremely careful on Whiskey Bay. Take 190 if you've got squalls moving around.
People fly around that bridge like bumper cars, trucks included.

drove by about an hour ago, its going to be awhile before this wreck cleaned up and interstate to reopen. Even with the devistation wreck yesterday there were still cars going 80-90mph headed east this afternoon.
Side note I left BR around 830 and was in Lafayette by 1015, 190 wasnt bad.

If you speed on 190 your car will explode between port barre and i49 from the road craters
