It does. I watched it happen the other day. I was a couple cars back. The car second in line honked at the first one. I even thought “damn they didn’t even have time to move. Calm down.”

I know a fella who will honk like you said, exactly when light switches to green but he will also stop at a green light and get mad when people honk at him.

The 1-2 seconds delay may just save t-bone / life when same over-amped, under-thinker types who act the same way with red lights.

We drove when we visited NYC several years ago. They absolutely do that there. Hand on the horn, waiting for the light to turn green. We thought it was pretty funny.

I do this, because I live in a suburb full of kept women driving $95k SUVs and a shite load of Asians. The kept women are 100% scrolling, and the Asians are spaced out and just not paying attention. Every. Single. Day. Every. Single. Intersection.

Maybe they were honking at the vehicle in front of them because they were on their phone, digging around on the floorboards, turned around to beat their kid, etc?

Yes it does. In fact the last time that happened to me was in Baton Rouge two years ago. And I reacted by speeding up and letting the idiot change lanes and zoom away. If I would have just thought for one second, I would have slowed down and let him go ballistic. dangit.
