IMO the middle ground probably involves continuing the near-shutdown for another week or two or three, then gradually opening things back up, relying on public uncertainty to slow the return.
I don't want months of shutdown. I also don't want to see this economic ruin go to waste because we open everything back up right at the peak of the stress/spread.

I’m sure Trump and co. are aware that a four to nine month complete lockdown would be the most efficient way to combat the virus. It’s also the most efficient way to bring about bread lines. it's a question of cost. it's a basic math problem (that will require lots of complicated math to get the actual numbers)
we have already suffered early losses (EL) due to this shutdown
we will suffer long term losses (LTL) if we quarantine for 4-9 months (which is a very optimistic timeframe, mind you)
if we return to normalcy, we'll suffer disease related losses (DRL) that will be substantial
the disease related losses we suffer under quarantine will be constant in either scenario so it doesn't need to be accounted for
if LTL > DRL + EL, then we kind of have to open up society or we're making the wrong choice

Would you consider a restaurant a mass gathering? That aside, I would also strongly consider prohibiting people who exhibit symptoms of corona from flying commercial airlines.
