I think you're overrating how people will weigh it.
It's easy to figure out when someone dies from coronavirus and attribute that death to inaction.
Attributing deaths to quarantine is significantly more difficult for the general public to do. You can count economic impact, but causes of death won't be quarantine.
Like it or not, that plays a role.

it's probably related to why solvent banks were forced to take TARP loans. you will destroy a company if it's known how close they came to implosion. you're lighting that money on fire by loaning it

Yeah, but the people who make decisions are.
