Before the police arrested the perp she decided she did not want to press charges.
The police told her they were still going to arrest and charge the perp because police knew a violent crime was committed and had enough evidence.
The perp was arrested, charged, convicted and sentenced for the crime without any further help from the woman.
It`s hard to believe no arrest are made if there is good evidence a violent crime was committed regardless if the victim wants to press charges or not.

It's a myth that a crime victim has some type of legal veto power over whether charges are pressed.
The prosecutor doesn't need your consent to press charges. He can subpoena you and force you on the stand under threat of perjury or obstruction. He can use your police report statement and that of other witnesses without your participation. He can stand there in front of the jury and tell them stories exactly like this one.
It's not like some homeless crackhead subway pusher or Mexican wife beater is going to have OJ Simpson's legal team defending them in court. Is it better to have the victim testifying in court? Sure, but it's not required.
The problem here is that the DA offices and judicial chambers are now being run by people who "don't want to put ___ in jail". An empathetic victim is just another convenient tool that enables them to pursue this political insanity.

So her plan was that she didn't want to be the reason to put another black man behind bars, but it'll be ok because he'll do something to someone else and they can be the reason he gets put behind bars.
