Truth. Son had offer that covered everything, new laptop every 2 years, and a semester learning overseas,but he couldn’t swallow going to bama. Graduates in May from LSU, and now has almost full ride to Rice for grad school.

Unfortunately this is exactly true. There are a handful, and I mean a handful, of full ride scholarships at LSU. If you are not invited to the party where they give them out, you are at most offered pennies.
Last year my daughter was offered a better overall package from Tulane, Notre Dame, Boston University, Boston College, Emory and UVA. She had some other offers but not as inviting financially. LSU offered her Honors College, Tops and a few bucks. Considering how LSU has declined over the last decade, it was not attractive at all.
If your child has the scores and the quality offers out of state, let em go.

When did all this shite change? I had made money off my LSU scholarships in 2005 with similar scores to OP.
Hell PETE was giving students 1000 a semester just to major in it back then. I know when and why that changed though

Had this happen to me.
Would’ve made a few grand a semester to go to ULM, free living, food, school and books at Tech and LSU offered around $3k
What got me was that my 3.3 and a 28 was the same amount of $ as a 4.0 and a 36 at LSU.
I learned that early in high school and it really made me not care as much about the perfect GPA or retaking the ACT

5 years ago, my son had a 4.75, ACT 33 and 26 hrs of college credit. LSU offer- TOPS and a $1,000 a semester.La Tech offered a full ride.

It's not just LSU. It's the legislature at fault too. Alabama, Florida and some other states are actually funding their state colleges for research, hiring the best faculty and attracting the best student talent. My son graduated from a NOLA HS with a 35 ACT, National Merit Finalist, 3.9 unweighted GPA and has a scholarship in Florida that pays his tuition, room, board, fees/costs and then deposits $3000 each semester in his checking account for books, spending money and transportation costs. Plus he gets $12,000 for study abroad stipend. Louisiana, and LSU, can't compete with that, but they can do better.

This isn't just in Louisiana. Both of my sisters got the small lottery scholarships for UT but received full rides to LSU. It was easy decision for my parents.

I know a perfect ACT Valdictorian at a BR high school that applied to Harvard and LSU on the same day. She was accepted Harvard 2 weeks before LSU due to the new holistic admissions policy.
Last year one of Louisiana's 2 Presidential Scholars was at an event with F.King. He told her if she kept working hard, she could come to LSU. She had already visited several out of state schools in the top 50 in academic rankings where the chancellor said what can we do to get you here.
LSU expects Louisiana kids to be in awe of LSU.

Correct, I know many kids from Knoxville that got full scholarships to Bama. Bama is very aggressive in recruiting out of state students.

Two years ago, it was laughable. They barely wanted to speak to my daughter. She took her 4.6+ GPA to Gator town. Her scholarships, plus Florida's version of TOPS, makes it pretty helpful. UF Engineering program is ranked #43 in the US. LSU is now 97th.
