What are they based on? (Let me guess, more goes to poorer districts?)

Poorer districts get extra money and richer districts basically get bonuses for spending more money on education. There are also bonuses for things like having a certain percentage of students in tech education. Because St. George has higher per pupil tax revenue than ebr, the allocation for students in St. George in the MFP would be higher than when that student was in EBR which then effects everyone else's allocation. We are talking a few dollars, but something like 20k for the average Louisiana school district.

Funding is done per pupil

It is per pupil, but every district doesn't get the same per pupil allocation. Having an additional district in the formula would slightly change the allocation for all districts. The impact would be a few dollars per pupil.

What is your explanation for the Central rat tail?

There was a story in the St. George newspaper by Woddy Jenkins that the rat tail was to leave open the possibility of joining with the Central School system. Problem is that STG is so much bigger than Central that Central would lose local control of their schools.

Eventually, Louisiana will have a Constitutional convention. New constitution will make it easier to form school districts.

the EBRPSS consent decree?

That was settled 20 years ago. No more forced bussing. Students in F schools can choose to transfer to the C schools, but that is in any district in Louisiana. Magnet schools no longer have race based quotas.

Louisiana is 32nd in the current national report card. Teachers are paid 48th. They would need a 7500 raise for pay to match performance.

There is also a shortage of certified teachers in every district. 1/3 of graduates from teacher programs leave the state. Pay is not matching the market for qualified teachers.

Katy ISD pays teachers with 0 years of experience $66k.
At 5 years of experience they get paid $71k with a $5k a year retention bonus. That's plenty, and doesn't include TRS.

This is the problem for Louisiana. Teacher pay in Louisiana is about 20k less across the board. Katy is a little more expensive but not that much more.

They are worried about the State stealing from the retirement fund and the raise is the bait.

The retirement debt will be paid off by the school systems by 2029 based on laws passed in the Roemer administration. Then districts can use the savings for whatever they choose.

The amendment shifted some dedicated funds to pay the debt now and force districts to use the savings for a 2250 "raise" moving forward. The state has been paying a 2000 stipend to teachers out of the general fund that would end with the "raise."

Teachers voted against it because it is just a shell game sold as a raise. Surrounding states have given their teachers real raises. Louisiana is one of the top states for educational gains. The teachers should be rewarded like the teachers in Mississippi were for similar gains.

Still don’t understand why that was a statewide vote.

It is because school districts are specifically listed in the constitution as each parish then some specific cities.

The sliver to Central leaves open the option of joining Central. I don't think the people of Central want 80,000 people diluting their ability to make decisions about Central.

If a constitutional convention happens, the new constitution could make it easier to form school districts.

Probably the best option to get something running in the short term would be to form a charter school network.
Early but not looking good. 1/4 of the votes in for ebr and losing big.
50/50 state wide. Ebr not reporting yet.
Starting to pop up in airports. Unisex bathrooms but with stalls that go floor to ceiling.
A concerning thing for St. George supporters is reports of high early voting by blacks in EBR. The redistricting could have motivated the black vote including a no on all amendments.

If it fails, options are changing the constitution to make it easier to create school districts statewide or joining in to Central. There is a strip of land along the Amite that connects StG to Central. I don't know if the people of Central want all of that area joining their district.

Every person in Louisiana lives within commuting distance to a 4-year college and multiple 2-year and vo-tech schools.

We are lucky in Louisiana. My Daughter's total bill this semester was $113 after TOPS and her university scholarships. That is for 18 hours and includes her parking tags.

In other states, people are paying 15k for in-state tuition at public schools.

Private colleges can be 80k. But back in the 60s middle class kids didn't expect to go to a private school unless they got a scholarship.

The homes were absolutely not smaller back in the 1950s. There were giant houses then that middle class could afford

Before WW2 there were big house because people had 8 kids and extended family living with them.

In the 1950s-1970s there were subdivision built all over suburbs do to multiple factors GI bill, interstate system, prefabricated materials like sheet rock, etc.

Yard sizes have shrunk in some new neighborhoods because most people don't want to take care of a big yard and they don't mind the houses being closer because modern houses have more sound insulation.
Many of the complaints are by socialists.

The places where homes are crazy expensive are run by socialists whose policies have driven up prices.

In the rest of the country it is not that people can't afford a house, it is they can't afford the McMansion that they want. In the 60s and 70s starter homes were 3 bedrooms 1 bath 1000 square ft with window units for ac only in the living room and master.

Cars are expensive because all the added safety features and because everyone wants SUVs with leather and all the features. Cars used to have roll up windows, a cassette radio with 2 speakers, no air bags, and a manual transmission.

College is expensive but they are run by the socialists who pay gender studies professors 140k to teach 2 classes a semester with 5 students in them.

Now everyone feels entitled to several vacations a year to all inclusive resorts, Disney, or on a cruise. These used to be a once in a life time type trip.

Vacations used to be a road trip to grand parents or stay with another family member that lived near something interesting.

There were large Spanish Colonial settlements in New Iberia, Ascension Parish, and St. Bernard Parish during the Spanish Colonial period. After Louisiana was sold to the US many moved to Baton Rouge which was still Spanish at that time. If you have ancestry that was in these areas in the early 1800s, you likely have Spanish and/or Canary Island ancestry.
