I'm quite sure there's a breach in the levee around here. There's been a ton of water building up on Patterson this past month. I wouldn't want to be living around there.

I don't think these are the river levees those are in pretty good shape.

Former Louisiana State University scientist Ivor Van Heerden, who led the Team Louisiana investigation of the Katrina levee failures, said sections of levee along the upper Industrial Canal were observed before Katrina sinking at a rate of about 2 feet over 20 years.

Well there are two locks which protect this area from being inundated. The upper Industrial Canal would mean that New Orleans East outside of the INHC/Seabrook protection lock system is vulnerable.

What's sad is the fact that settlement in this region is well known and taken into consideration in the design phase. Why they chose to overlook after being told by Van Heerden is criminal.

How is there extra room at the top of a levee? the shape of the levees as far as I know are and elongated pyramid, wide base with a narrow top. So, does the freeboard mean make a wider top, i.e. wider base as well? it cant just mean pile extra dirt on top, right?

Less freeboard means less explosives needed to allow floodwaters in that dump.

By freeboard, they mean, if you need 20 feet, you design and build 21, so yes, that would mean wider base and whatever else that entails. It also could mean additional walls and support for the taller walls on top of some levees.

Two parts - sinking and sea-level rise. Sea-level rise can be natural cycles or it can be man-made, for example, refusal to dredge the river causes the bottom to rise taller.

Everyone wants to bang on the USACE and they are generally a worthy party to blame, but this is more on Congress. USACE can only build what Congress authorizes AND funds.

And Congress has long shown that if you need a 20 feet levee, they will pay for that. If you want to build a 21 foot levee to account for these issues, they will pay for a 20 foot levee and kick the can down the road. Of course this ends up costing a lot more in the long run, but that's how Congress rolls.

translates to we need a really really big tax increase so we can waste money on parks in the inner city and NBR while we spend 5% of that money on the levees

The coastal restoration/protection industry will squander as many billions as they can get their hands on, and they know better than anyone that it's a lost cause.
