Coyotes have killed pets and are living in the wetlands downstream of the LSU Lakes.
I think y'all are missing the part where it climbed a chain link fence. Maybe I haven't seen enough coyotes in my life, but generally canine species aren't vertical climbers like that.
A fox would be more likely to climb a fence, as they're more nimble than coyotes - but neither one is a strong vertical climber and both would be more likely to just jump over.
I think OP probably saw a big tomcat, a possum with dark fur (they do exist), or even a raccoon.

Either can climb that fence and mess up your pooch. Get a roller bar kit for prevention.

I've seen video of a coyote IN-TOWN in New Orleans jumping up, getting its front paws on the top crossbeam and getting over a wood fence; I think a chain link fence would be just as easy if not easier.
Here's another coyote fence video:

We used to never see them on SW Louisiana until around 40 years ago. I hunted many woods and brush for since the mid 60's

They've bred the Louisiana Red Wolf into extinction. We used to hunt at Gum Cove and would run across evidence of wolves, particularly duck we weren't able to retrieve. What are left are coyote-wolf hybrids.

Red wolves haven’t roamed the marshes of southwestern Louisiana for 40 years, but their genetic “ghosts” remain there in the DNA of coyotes whose ancestors mated with them, researchers say. The scientists believe those genetics could help bring the wolves back from the brink of extinction and the region could prove an ideal site to return red wolves to the wild.

Coyotes run around this city thru the canals. Plenty of foxes too. I have seen dogs climb chain link fences so I would think coyotes could adapt. They are good at getting in chicken coops.

grey fox they can climb like you would not believe.

This time of year, foxes come into neighborhoods to get away from coyotes. They are always around, we just don’t see them often. The only times I’ve ever seen them was at dusk.
But coyotes are prevalent as well. So flip a coin.

And from a distance their coloration can be mistaken for a coyote.
Grey fox was my first thought when I read the op.
