Look, I’m not excusing criminals here, I would like to institute Hammurabi’s Code personally; however, it’s 2018 and I wouldn’t have left my keys in my car in 1988 either.

Actually a lot of places have a policy like this. It's far more dangerous to the citizens to have multiple cars blazing through urban areas like that. It's not worth hitting someone or causing more damage to possible buildings or infrastructure just to recover one car. My uncle who was PD up in central Illinois said that they also had that policy and they almost always ended up getting the guys anyway without a direct chase.
I know it makes it seem like they're actively trying not to do anything but urban areas don't need high speed chases going on.
