The reason they keep coming back is that there are no consequences to their actions and they freaking know it. Hell, the cops know there isn’t a damn thing they can do to stop them unless they catch them on foot.
You should be livid at the lawmakers not me for leaving my truck unlocked. Do you get angry at the home owner for having valuables when they get robbed?

No, I don't get angry. And I wish we lived in a world where we could do that, but I don't feel bad for their lack of planning to secure their property.
