Nobody had mentioned the positive: he's not driving. If he has a car and drives it, then there are a whole lot worse problems.
Take him to an AA meeting. Get him a sponsor.

tell him every time she has sex with you he earns a bottle, otherwise you cant help him, then wait to see if you need to buy him a bottle

When you are dealing with a drunk or beggar, etc, the key is to make them think you are in a worse or just as bad as situation as they are.. Seriously, this is a method I even tested.
Catch this guy when he isn't blitzed out of his mind... Like first thing in the morning, when he first starts drinking or something... Go over there and just be like "dude, look, why do you keep asking me for money? I am drowning in debt and I need every last nickel I can find and you keep asking me for money. I can't fix my own fricking problems and you want me to help you?".. Appear kind of agitated and just walk off after.
Sometimes you have to use "unorthodox" ways to handle shite.

How about having a senile old man who comes over every day looking to get money for cigarettes. His wife cut him off. I bought a carton and gave him one every time he asked. Well now it's every day. The worst is he's 90 something and has no motor control, so he bangs on the door flat palm every time.

If you want to get rid of the problem for good, you need to give him enough money to push that fragile health over the edge. Probably wouldn’t take more than $100 at once, but make sure he’s into something stronger than beer.

Call the cops and trespass him, if he comes back have him arrested and let her deal with it.
