Possibly the stupidest lack of seamanship we've ever seen.
Decorating the spars with cadets is a thing, though. Years ago, the Columbian navy sent it's training ship up the Mississippi to New Orleans. Cadets on all the masts, and they were singing something as loud as they could. Nobody realized how big the Mississippi is and nobody heard a word from the cadets even though we saw their mouths move.

First of all, the fact that this is a legitimate Mexican navy vessel is laughable.
