Saw a video on this. Basically McDoos requires its franchises to use only one model of ice cream machine that’s prone to overfilling, and when it goes through it’s clean cycle (and fails), it locks out. They have to phone a guy to get it fixed, and then charges an arm and a leg, who isn’t a McDonalds employee.

I was in Denver the other day and rolled through and got an oreo mcflurry with no issues. Just smooth AF . it was so weird.
