This may be how you imagine New Orleans residents live, but it's not.
BULL shite.
Lived there for five years and we had to stop driving around with the dog in the car for fear of getting carjacked and losing the dog forever. There were multiple shootings near our uptown house in "the good area". My wife started carrying at night when she walked the dog when I wasn't home. A neighbor a few blocks away had doorbell cam videos of youths carryign huge guns walking the streets door-checking locked cars.
This is exactly how you live in New Orleans if you have a clue. We got the heck out to start a family, my kids aren't growing up in that.

Exactly how I felt when I lived in Albuquerque. You’re just constantly on guard. Before the kids could play on the playground, you had to sweep the area for syringes. We paid a big premium to live in a gated community with private neighborhood security.

That existed in Chicago too. They had a database of known folks who committed a large percentage of the violent crimes in the city. But I believe one of the last two mayors destroyed it or got rid of it or something, cuz equity.

You are dangerously wrong. Ten years there, stopped an armed robbery, several times heard the gunshots that ended lives, more characters and foibles known, and the very good people we had as friends. Some died before they got around to leaving.
