Louisiana’s massive fiscal surplus -ideas

Louisiana’s fiscal budget is sitting on a surplus of over $1billion dollars.
They’ll fight over what they will do with it.
By law, Part of it has to go toward a general fund or “rainy day” fund. The rest can go toward all sorts of things.
representatives will have their hands out and be sure that some of it will go toward specialty projects designed to favor representatives moreso than help constituents.
I think there ought to be a collective push to have some of this money go toward grants to homeowners to retro fit and /or build to fortified standards to help mitigate damage in the event of a natural disaster. Frankly, this push should have been done after Ida when we had a surplus and people could have used the money in repairing their damaged homes to fortified standards.
It would go a long way toward getting insurers to feel more comfortable writing homeowners here. That, in turn helps Louisiana become a better place to live.

With infrastructure the way it is, there is no budget surplus.
There is just money they should be using on one thing that they're saying can be used elsewhere.

We could lower taxes. But is this surplus from things like sales, salary, and property taxes or from very high crude oil
