It may or may not be but foot care is one of the things an infantry officer has to stay on top of and it is tough, especially with the FNGs. Even if it isn't frostbite or trench foot even significantly less dire foot issues can produce combat ineffective troops. I had guys end up in the gimp squad with foot issues just on extended FTXs. Wet feet, ill-fitting boots, and low-quality socks that aren't changed regularly can literally cleave the skin off the foot and infection isn't far behind without proper care.
The Russian army issues socks to its officers but Russia never implemented its defense reforms for conscripts. It still issues flannel foot wraps called portyanki for the conscripts. Also the Russian regulations only recommend changing the portyanki once a week. The Russians are still waring solid leather boots that do not appear to have goretex and other water resistant but moisture wicking and breathable fabric built into them. If the foot wraps are not just right they rub like a SOB which opens up the skin up for infection. Lots of moisture from sweat and body heat contained in those leather boots which allows bacteria to grow like crazy in those foot wraps. If they are only changing them once a week. That is a recipe for infection. It might not 50% bad but its still bad.
