I heard him on WWL today too.
My plan
Step one, switch to no fault. On most accidents all insurance shares burden. This actually lowers premium costs. Many states do this already.
Two, lower the the trial minimums to force less settlimg.
Three limit lawyer ads, ban lawyers from mentioning dollar amounts.
Insurance would go down.
Sadly our state tried to introduce a bill to help, yet trial lawyers killed it in committee. Danny Martinny abstained to work on his sports gambling bill, which he felt was more

Chicken/Egg my friend....WHAT is the ROOT CAUSE of the insurance mess in LA ? I'll tell you....personal injury firms, their lobbyists, the sheer # of lawyers in our legislature and a VERY weak/complicit state insurance commissioner !
Our tort laws MUST be CORRECTED !

He does have some regulatory rule-making authority, but the real problems are in our laws, which only the legislature, with the governor's signature, can fix.
I didn't see the interview and based upon your rantings, I can't tell what exactly was said. Was he talking about homeowners or flood? If he's talking about flood, he's not incorrect... we do underpay what we would truly have to pay if it was risk based. And as far as homeowners, if more people had homeowners at the proper amounts, there would be less need for FEMA individual money.

This all needs to happen. But we also need to get serious about DWIs, and driving without insurance. First offense DWI needs to be 3 years no license, followed by interlock for 5 more years. No insurance needs to be suspended DL for at least 2 years. If you are caught driving with a suspended license due to lack of insurance, then that suspension grows to 10 years, heavy fines, and possible jail time.
Any money the locals get off these stupid traffic video cameras needs to go to hiring actual police officers to enforce the actual traffic laws.

This is true but insurance companies have lines of business (ex: group life) that operate as loss leaders (though more to keep their agents happy rather than customers in the case of group business.
If a line of business was such a disaster that offering it outweighed all the positives (selling other types of policies that make money, brand exposure/marketing, customer base), they would absolutely quit selling it, of course

Guess all the lousy drivers getting in all these wrecks in the first place has nothing to do with it?

I represent a small construction company. One of their trucks (unmarked) rear ends another one of their trucks (also unmarked). Young brother comes out of the hood, approaches driver one and says "Man, for $100 I'll testify for you ... I saw it and it was his (the other driver's) fault." Guy says No.
Guy goes up to the other driver and makes the same offer.

Things like group life and homeowners may both be called "insurance" but they are light years away different from each other. Not sure if it's still the case, but LA used to require different licenses to sell property and casualty vs life and health.

Of course Life,A&H and PC companies operate differently, have different regulatory requirements, etc.
The big insurers though are probably going to all offer two of those three, and I’m sure they have products they do better on (let’s say term life) and others they do just to have a presence in the market (let’s say auto insurance)
ETA: just giving hypothetical examples, I have no idea what somebody like State Farm actually makes their money on.

Any adjusters/attorneys here that would thumbnail an LA settlement in this scenario?
Rear end collision at a red light. Decent damage to both cars, airbag deployment in the trailing car. The driver of both cars transported to the ER at the time of the accident. Plaintiff treated and released with non-opioid pain meds and muscle relaxers. Followup treatment with Chiro, soft tissue diagnosis (extension/flexion). Total meds $3k no lost wages or other actuals. Assume there are no limits issues with the policies.
Does anybody care to ballpark it?

It's not hard. When you want to know why something is the way it is (when it comes to something government related or connected to government) you follow the money.
