I would love to see that happen, but I doubt it. Everything points to another 2 weeks. Phase 1 will start on 05/15 and the next 2 weeks will be spent establishing an actual plan.
That defines the incompetence of the LA government.
Extend the shutdown because they didn’t look ahead and have no idea how to get out of the shutdown.

I'm cool with this starting Friday.
However, everything should be at 100% and gatherings allowed by mid-May. The numbers keep falling and sooner or later people are going to have enough. We aren't idiots and understand small spikes may happen again. That's what they told us in March.

seems to me the exact opposite. Seems to me that everything is pointing to a soft opening

Agreed. I know our government is incompetent but is it that incompetent? I guess we'll see.

Shelter in place extended until June 15th, press conferences to lecture on social distancing, flattening the curve and "another grim milestone" will now be held twice daily.

All the way through the summer.
Just like when the airlines know your fight isn't taking off for 8 hours. They just keep delaying it 25-30 minutes at a time over and over again.

He actually has more “power” starting Phase 1 on May 1st. He will have more of a chance of people listening by emphasizing things they can now do but others not do. Otherwise people will begin to not listen at all and do just about anything.

Small spikes, yes.
I think they are trying to avoid large ones.
But 100 percent is where we need to get, sooner rather than later.

It has been proven that large public gatherings are what leads to large spikes. Church, Funerals, Weddings, Work / Business Networking Events, Sporting Events, etc. That will be last thing allowed. The call them Super Spreader Events or SSEs.

A super-spreader is an unusually contagious organism infected with a disease. In context of a human-borne illness, a super-spreader is an individual who is more likely to infect others, compared with a typical infected person. Such super-spreaders are of particular concern in epidemiology.
Some cases of super-spreading conform to the 80/20 rule,[1] where approximately 20% of infected individuals are responsible for 80% of transmissions, although super-spreading can still be said to occur when super-spreaders account for a higher or lower percentage of transmissions.[2] In epidemics with super-spreading, the majority of individuals infect relatively few secondary contacts.
Super-spreading events are shaped by multiple factors including a decline in herd immunity, nosocomial infections, virulence, viral load, misdiagnosis, airflow dynamics, immune suppression, and co-infection with another pathogen.[3]
So us staying in and stopping herd immunity from occurring is actually allowing these potential events..and it is also interesting to note that 20% of individuals infect 80% of the victims.

Maybe you should just stay inside your house until you die while the rest of use go on and live our lives. Not everyone in this town is a pussy.
