I'm pretty sure that the first time I heard him talk about the President's open-up plan, JBE talked as if we were about halfway into the 14 day lead up to phase 1.
At the time he was saying it, it lined up exactly with phase 1 starting May 1st IIRC, as long as positive trends continue.
I expect him to begin phase 1 on Friday or Monday, based on that.
However, a few things:
1. I don't trust him, no matter what he hinted at last week.
2. I don't know what criteria they are really using to know whether we are "passing"
3. Other states in general seem to be slow playing this, even ones who have had very very few cases. This boggles my mind, but it is what it is. I have trouble seeing JBE as being a trendsetter on opening up.

I am interested to see where and how he will go beyond the restrictions listed for phase 1, because I think he will do that in some way.

Yep. Not sure what numbers he is going by, but they are different from what the State is releasing.
No one in the media has called him on it yet.
