Is this a reasonable list of changes we should require of PDs?

A lot of people are asking what is going to put a stop to the protests, both violent and peaceful, and allow us to turn the page. I think if AG Barr, in conjunction with local and state leaders, presented a list of reasonable police reforms and ensured compliance, we could really start to turn the page.
I've been doing a lot of reading lately and I have come across many good ideas, including some on this board. What do you think of this list?
- Bodycams have to be on for any and all calls. Technology to automatically enable the cameras when an officer responds to a call would be fantastic.
- No more military-style battle uniforms other than specific teams like SWAT. There's no need for police to dress like military...it can lead to them believing they're military.
- Three Strikes and you're out. 3 complaints, you're gone. A national database should be created to prevent troublemaking cops jumping from one force to another by hiding their work history.
- Lawsuits for brutality are paid by police unions and/or police pensions. Taxpayers are no longer responsible for paying for dirty cops. This discourages the current environment where cops cover other cops.
- Military surplus sales to police go back to being prohibited. They're a police force, not the military.
- If an officer is caught belonging to, or contributing to, racist organizations or social media movements, they're fired.
- Reviews of complaints against police actions are handled by an outside, independent review board who do not work with the officers on a daily basis.
-Badge numbers are to be displayed prominently on uniforms, as if they were jersey numbers.
There is more we could do, but I think these would go a long way in calming tensions, showing efforts are being made, while still allowing police to do their jobs, just in a more traditional sense.

99.9% of your issues are solved if you get rid of public sector unions, and in this case, the police unions.

No. I even support police reform and most of those are dumb. Get rid of police unions that are a mafia protecting shitty cops and you solve lots of those problems in one swing.

As far as complaints are concerned, does this mean actual proven complaints or just complaints in general?

How about people hold their city council members & mayors accountable?
They are the ones setting policy
They are the ones that set pay
They are the ones that skim tax payer money for pet projects
Quit making everything a federal case, make your local leaders accountable for their policy & decisions
