I don’t know where you live, but in CA if you qualify for Medicaid, the exchange site points you that way rather than having h you continue with the exchange app.

Not every state expanded Medicaid. The red states require you to work and fit within a certain income range to qualify for subsidies. People who used to qualify for Medicaid under the old system, pre-Obamacare (ie, single poor women with children) still qualify for Medicaid but only the blue states expanded it to cover healthy men.
I'm not sure how it works with married couples. If I had to toss out a guess, I would say her estranged husband signed up for Obamacare and filed a married filing jointly tax return to maximize his tax return and now her attempts to file a tax return are hitting that roadblock. If so, she needs professional help and guidance.
Another "scam" or hustle that happens is that young couples just never get legally married. Wife uses the tax code to qualify for benefits as a single mother - child tax credits, food stamps, Section 8, Medicaid but otherwise lives as common law husband and wife with the baby daddy who has a job but his paycheck doesn't gum up the family benefit hustle because they aren't married.

What are some of you talking about? I know people who make over 70k and get an Obama subsidy (legally) whats all this about no subsidies if you make over 38k and stuff?

If normal income but 78 years old - Medicare.
If normal income but 78 years old - Medicare.

The ACA enhanced subsidies that were enacted during covid ended 12/31/2025
The House voted to extend them for three years but the the bill didn't pass the Senate vote

If you are a resident of LA age 45 you can have a MAGI of up to 62,500 and still receive a premium subsidy
The subsidies depend on state of residence, age etc..etc..
