I think you are right on this but there must be a little hesitation from the Kelly camp to do this because he would have trouble getting another top job.

I think what some are saying (on the left mainly because the right won’t admit it in Texas) is that if the Latino vote does shift back to where it more rationally has voted that these new district lines may backfire on the Texas Republican Party.
Bobby is going to know until we get some real votes and data until then it will be a big question and thing to watch for.
