It may seem that way but ADA requirements roughly breaks down to about 2% of spaces be reserved for handicap with some other guidelines like 1 space for lots of 25 and under and 2 spots for lots of 50 and under. You just always walk past the potentially unused ones and see them right by the front door. Recency bias at play.

When I was about 44 I played in an indoor soccer league and snapped my Achilles. I asked my doctor for an authorization for a temporary handicap tag as the distance from my work parking lot was a long way to the entrance. He told me no, those are for people with real problems and I was young and healthy enough to deal with it.
