That was a mesovort. Winds maximized inside the "notch". I couldn't find the couplet on RadarScope, but did on Radar Omega. It has rotated out and the winds have settled to more "normal" speeds in that part of the eyewall.

I'm more concerned about those people to the South of Tampa who watched the forecast for two or three days showing that Ian would weaken before landfall. They may not have understood that the farther South the landfall the less likely that forecast would verify.
