My first step would be searching for him here LINK You can search by location if you don't have his first and last name. My parish has a database on the sheriff's website too. Of course, this only works if he's already been convicted as a sex offender, but it wouldn't hurt to try.

Had an old man riding a white jaguar around my neighborhood every morning and evening. All the mothers noticed and ran his plates, knew his name where he worked etc... And he was hunting- I saw him several times. I just stopped him one morning as he eased down my street and told him all the women thought he was bad news and just a heads up he might want to be careful you know because those women can be brutal.

Get there a few minutes earlier than when he does with your dog. Pretend you are letting him do his business in the lot. Engage in conversation.

If you have a camera with a large lens, bring it (if not just use your phone camera). Take pictures of him and his car as you approach him. Let him see you taking pictures of him.
When you get to the car, keep the car in your 3:00 o'clock position facing him, but still about 20-25 feet away. Then, just shout out, "Hey man, why do park your car by the kid's bus stop every morning?"
If he's legit, he'll understand, and explain himself. If his answer sounds like BS, even a little, tell him, "Well, I've got your picture and your license plate number and the cops are on the way." And walk away.
Don't mess around. Be direct. Pedophiles will leave and look for a safer target area.

Let the police do their job. They can run a check and if there is a warrant, they can arrest the guy.

You could go to his house and introduce yourself, welcome him to the neighborhood, shoot the bull and try to get a read on him and/or call the police and report suspicious activity.
Maybe your conversation with him might lead to a discussion of his parking at the bus stop.
I'd probably just call law enforcement and ask them to check it out.

Go to where he parks around midnight. Dig a small pit. when he backs in, his car will fall in the pit. He will have to get a tow and a cop may show up too. There is your paper trail.
Make sure the pit is deep enough to bottom his car out when it falls in.

Man why don't you nut up and walk over and have a real human conversation with the guy? For Christ sake talk to your new neighbor instead of loving behind a text messaging machine.

Really, you said he is an older guy,just moved in , he probably doesn't have internet at his house yet, catching a signal there maybe. There are still a few of us old farts that have old phones.
