I have a strange situation that has been irking me all day TLDR

A couple of weeks ago, we got a new neighbor that lives 5 houses down from me. I live in a one way in/out neighborhood that is a large circle with about 100 homes. I am unsure if this new neighbor has any family, since I haven't seen anyone but him at his house. He is a mid-40's guy that is well dressed, drives a newer car and is clean cut.
I noticed last Monday that he was parked in the grass in a large lot next to the entrance/exit to the subdivision when I was leaving for work around 6:30 am. His car was backed with the rear pointed towards the treeline and he was facing the kids (approximately 15 kids wait, varying in age from elementary to high school) at the bus stop area. I figured he had a child he was watching get on the bus.
The next few days, he was in the same position. My neighbor's son (let's refer to him as Jeff for pronoun clarity), who is about 14, was outside one afternoon last week. I asked if the new neighbor had a kid who was catching the bus with them now, and Jeff replied that there wasn't. I asked him if he noticed the new neighbor parked there in the mornings, and Jeff replied that he (new neighbor) is there most mornings, but not all.
I figured Jeff may have missed a child exiting the guy's car, so Friday morning I pulled into a driveway slightly down the road and watched. Sure enough, his car was there when I got there around 6:30. The first bus picks up some kids around 6:35. The next, around 6:40, with a final bus around 6:50. At about 6:55, he cranks his car and drives off. No kid ever exited or entered his car.
I just don't have a good feeling about this. I'm probably overreacting, or maybe Chris Hansen has made me overly paranoid, but I feel like I should do something, but what? It feels inappropriate to go ask a man in a free country why he is parking his car there during the morning. Would you? It will make for an awkward conversation that will have obvious "are you a pedophile?" undertones to it if it turns out he has a legitimate reason to be there. But what would that reason be? What would you do?

walk up to the car, knock on the window and when he rolls his window down turn around and fart in his face and run away. This should reveal his intentions.

Get there 10 minutes before him and wait till he leaves to see if anyone gets in/out of his car. Could always ask him wtf he's doing.

Maybe you should go talk to the guy and ask him about his behavior. Maybe he recently divorced and his wife has taken custody of the children and he gets a chance to just see his child. Could be a Mrs. Doubtfire type dude that really loves his kids and just wants to see the face of his child.
Best thing to do is confront the guy and at least if he is a pervert he will know that you and others have noticed his behavior.

Start parking next to him every morning and just watch what he does. Judge him based on that.

Call the police, most likely they will send someone out tomorrow morning to ask him what he is doing.
