Behavior is far from normal. Call cops to check him out one morning while he's there. If there is a valid reason then nobody is out anything. But if his intentions are bad, and you don't do anything, think of the consequences. That's something you'd have to live with.

You should have your kid wait for the bus one morning with the rest of the kids. Then, just before the bus comes, you should drive up and grab your kid and throw him in your car and then drive off like a crazy man. See what he does.

Very strange behavior. I would definitely do something about it. I would first talk to other neighbors and see what they think before calling the cops.
