Maybe just stop by one day and do the "howdy neighbor" routine.

TLDR Weird neighbor parks by kids at bus stop almost every day, doesn't appear to have any kids of his own.
If you have a bad feeling about it go to authorities. Don't let people who whine about prejudices/etc slow you down. These fears and feeling we have are our instincts which evolved to protect us. If you are wrong, who cares?

He might also have lost a child and is dealing with it in his own way....obscure I know. Call the authorities regardless.

Don't casually ask him what he's doing. He'll just say he has a kid in school there, or that he works for the school board or something.
Get the authorities to do that.
Also, go to the school office and give them the guy's address. Let them look it up and see if he really has a kid there.
Bottom line...the school needs to know about it

My advice is don't be Joe Paterno.
If it didn't involve kids and he was just being weird I'd say leave him be, but saying something or sending a cop to do it is justified in this situation.
Not to mention with that many people in the neighborhood he will never know that it was you and thus you won't have an awkward situation if it's innocent.

I'd also check with your neighborhood association. Maybe he's offered to provide security at the bus stop in the mornings before work since he doesn't have parenting duties of his own to deal with.

Just park next to him a few mornings, and greet him with a friendly hello. It can go one of two ways:

Him: I always park here in the morning because for some reason I get perfect reception on the AM station that my godson does the morning news on. He's 12 years in remission, and nothing gets my day going like hearing this kid all grown up and living his dream
